Founder, JK Strategic Advisory
After more than 15 years in law enforcement, I founded JK Strategic Advisory to help public safety agencies and tech companies bridge the gap between strategy, operations, and innovation.
Throughout my career, I worked cases from the street to the command post. I’ve seen firsthand how the right tools, data, and leadership can radically improve public safety outcomes. I led major public safety initiatives including the launch of the nation’s first Federal/Tribal drone program and oversaw complex tech deployments that modernized operations from the ground up. I’ve also served as a White House correspondent on drone policy, contributing insights to national discussions on the role of unmanned systems in public safety and emergency response.
Professional Highlights
Real-Time Crime Center (RTCC) Architecture & Deployment
Led the end-to-end development of operational RTCC frameworks, integrating multi-source intelligence platforms, AI-enhanced analytics, and situational awareness tools to support frontline officers in real time. Executive Board Member and fromer Vice President of Training & Development for the National Real Time Crime Center Association (NRTCCA), where I drive national strategy and agency enablement.
Technology Integration & Product Validation
Partnered with SaaS providers, GovTech startups, and enterprise vendors to field-test and refine public safety solutions, aligning software and hardware offerings with law enforcement workflows. Provided go-to-market advisory, implementation frameworks, and feedback loops that improved product-market fit and agency buy-in.
Training Systems Design & Instructional Leadership
Oversaw curriculum design, certification programs, and hands-on technical workshops for thousands of public safety professionals across the U.S. Emphasis on RTCC operations, AI utilization, unmanned systems, and cross-functional tech deployments. Delivered both in-person and virtual training aligned with NRTCCA’s nationwide objectives.
Federal & Tribal UAS Program Development
Founded the first-ever Federal/Tribal drone program in the U.S., introducing unmanned aerial systems for first responder operations, search and rescue, and live incident monitoring. FAA Part 107 Certified Drone Pilot and nationally recognized for pioneering scalable drone-as-first-responder (DFR) models.
Drone Policy & Federal Technology Advocacy
Served as a White House correspondent on drone policy, shaping guidance on the safe, ethical, and scalable use of unmanned systems in public safety. Provided expert input to federal stakeholders on real-world implementation, data privacy, and mission integration.
Public Speaking & Thought Leadership
Featured speaker at national conferences including IACP, IWCE, and NRTCCA, presenting on AI in law enforcement, real-time systems, and operational transformation. Topics include “Technology Acceptance in Public Safety,” “The Role of AI in Law Enforcement,” and “Operationalizing DFR Programs.”

But as the field evolved, I saw a clear need: agencies were hungry for innovation, and tech companies were eager to serve them but there was often a gap in translation between the two worlds.
So I stepped in.
Today, I advise both public safety agencies and technology companies, helping them implement smarter strategies, real-time solutions, and AI-enhanced operations that actually work on the street.
I created JK Strategic Advisory to provide real-world consulting for those who protect, and those who build for them. I help agencies modernize their operations, implement real-time intelligence strategies, and integrate new technologies like AI and drones without losing sight of the mission. On the tech side, I work with companies to validate products, align with user needs, and go to market with credibility.
